ABS Brakes

I'm pretty sure you can't test them with a multimeter.  They're Hall Effect devices and you need an electronic circuit to create a signal readable by a meter.

Go the junkyard and get a replacement.  They're not too expensive.

There shouldn't be any connection between the airbag and the horn.  At least there isn't on my 94.
