all of that seems reasonable. cam pulse bit is acting as intended, it's something the processor keeps track of to let it know when a cam pulse occurs and then counts all 7X(3X) crank sensor pulses afterwards to keep track of which cylinders are upcoming their fuel and ignition events. depending on how quickly it updates, you may be able to rule it as bad. when my last one went, upon the throttle getting snapped shut, closed throttle voltage would dip about .1 volts below normal for a short period of time, then the PCM would relearn that as the 0% reference point, so a half second...

if the TPS is failing, it can do the same, PCM doesn't see the throttle opening quickly until after it's too late to add AE fueling to correct for a rapid change in airflow.
a failing fuel pressure regulator comes to mind as well since you've changed the pump with no improvement.

could be just the cluster or the PCM/speed sensor, can't tell without hooking into it and viewing the datastream(or if you have a scope, watch the 4K VSS circuit for anything odd)

the 94-95 3100 PCM has no CASE learn requirement/procedure. ICM was changed, nothing wrong with that. Ohm's were checked on the coils and all were in spec. depending on your location, you may want to take a good look in the strut towers, usually only the rear, to make sure there isn't any hidden rust going on. it isn't nearly as bad with a 2nd gen w-body, but it still happens.

Ben knows what he's doing, unlike whoever at hypertech was responsible for the calibration that was in the 85 IROC.... that one is depressing to look at. At least it came in the ECM rather than me paying for it.

i've heard of some late 3400 heads with the smaller rocker bolts pulling the threads out of the head, i don't know how likely that would be with 95 3100 heads though.
