I know my EGR was disabled, but even on I had no tube on it before and it wasn't a vac leak... I just let in fresh air when enabled, which in the end screwed with my fuel trims so I shut it off completely... but they stay shut at idle.

EGR shouldn't do anything since its a vac leak connected to the exhaust or open air really... BUT only when engaged... They don't function at idle unless its broke. IAT wont affect idle... do you have a vac gauge? if your p/s fluid is bubbled that's just because there was air in the line, let it settle then refill it and start it again and go lock to lock, you need to work the air out and that's perfectly normal.
