For the past year I've seen this blue beretta z26 in a apartment complex its been parked sloppy in the same spot for the past year. My car has steel rims on it and I want these Z26 wheels. So far I left a note and nothing. Is there anything else I can do. I seriously think know one owns it. I wish I could just go there one day and swap the tires but I know its stealing.

Find the owner, that's about all you can do, if you really want them start knocking on doors and asking around.

Call the cops out. If nothing else they will go to the owner and see if he is willing to sell. If they can't find an owner or he doesn't want it then you can start the procedure to obtain it. If it is abandoned the city would either auction it or let you have it after so many days if no one claims it but be prepared to pay the fees for impound if towed and for the title transfer and other fees. In Florida if you report an abandoned car and no one claims it in 180 days you can apply for the title for it.

Its very hard to find the owner. Knocking on doors is the best way. Police likely wont release the owner, as they legally are not allowed to.
Rodville makes good points, check with your city's policies on obtaining abandoned cars.

Maybe check with the apartment complex. I know in the condo building I'm at they don't like cars that get abandoned or sit in the same spot for a long time. They usually bug the owner or just have them towed away.

Called the apartment number. It's out of service. Half of the places got papers on the doors. I think the place is being shut down. The beretta looks so rough. Windshield is cracked, very rusty worst z26 I ever seen. The doors are unlocked and their is garbage everywhere. It honestly looks like somethin I would see in a junkyard.

leave a note on the vehicle specifically stating in one month at a specific time and date that you will be replacing the wheels, be sure to include your contact number, if after those 30 days no one calls you then pull up and take them

If it sits there long enough you can apply for an abandoned vehicle title.
