I believe injectors are rated in lb/hr.
The anoying thing I encountered with TunerPro and some XDF files is decimal point precision only goes so far, and some tables and scales have limited resolution over others.
example one table I was changing I would calculate something like 2.78 and the xdf only allowed 2.76 or 2.83 and it bothered me because I'd save the change of 2.78 and it would revert to one of the other two and I had to see which one worked best.

I was hoping I could use one XDF to edit the flow rate, save it, then have it "transfer" over even though the P66 XDF doesn't list it. However, I've opened my tune with two different XDF's, and it changed the value quite a bit between the two.

Yah different xdf files might have different conversions, units, or equations in them.
Try right clicking the parameter in the left tree view (the parameter/table/constants list) and viewing its properties. Sometimes there are comments and you can see the equation if there is one. Most everything should have units labeled if done right.
I had the same issue, not all xdf interface files were the same or correct/complete.

from the properties of the injector flow rate, looks like it changes the 0xBD3 address.
Units are in gm/sec.
It might be okay. I'm not certain, as long as the hex address it edits doesn't change, it should be the same.
Use the first xdf and change that value in your bin.
Copy the xdf parameter to the other xdf and see if the bin value is the same.
try it a few times back and forth to test, as long as they both edit the address the same way, it should be okay.

Thats good that the P66 has it in the latest version.
Being Lb/hr is nice because now you can simply set it to the size of the injector and your done, no math involved.
So if you plan on using the 36 lb injectors, setting it to 36 should work fine.
With that the computer should automatically know how to run them accordingly.
Remember to save the bin file not the xdf file. then close and open later to verify changes.
Keep a small notepad with a list of changes or an excel file, it helps just in case something gets lost.
Save under a new file name like (v1) or (v2) etc in case you need to revert changes, its easier.

I read somewhere to set the 36 lb'ers to 38, and when I did that it dropped them to 37.99, which seems like it'll work good enough! I did also come across one of Robert Saar's old threads on GearHead EFI which is where I found out I was using an old revision, and he discussed how to change the VE for larger cylinder displacement so I did that real quick too. I also properly disabled the EGR since it's definitely not going back in.

If they say that the 36 lb injectors works better when set to 38 in the code, there might be a reason for it, maybe the fuel pressure is different so it actually makes them a 38 when used in the Beretta? I haven't looks so I don't know for sure.

each address has so many bits and somewhere along the way things get lost and the 38 becomes 37.99 lol

As of tonight, she runs! Just a few odd and ends, and I should be taking it home.
An interesting thing to note - the car fired up and has throttle in park with L67 injectors on a factory OBD 1.5 3100 tune. I haven't been there to adjust the tune for the new ones yet, but I just thought that was interesting!
