Here's my situation.  My odometer stopped working about a month ago and I only have 80000 miles on it.

Im buying a used one from a junk yard since you cant find any with 80000 on it.  This used one has almost 200k

Is it legal to roll it back? and if so, how does one do this?

I believe the wiper problem is my motor, on low it does a full rotation but on high it turns have way and strugles, then makers a weird noise, then turns halfway again.
