Since the original spoiler on my car was removed, I don't have a 3rd brake light on my car.  If I were to put one on my rear deck like a lot of them are, does it matter if my wing may block it at certain angles or that my back window is tinited?  I don't want to put it up at the top of my window because it is painted about 3 inches down.

I *think* you will be ok.  I live near Pittsburgh and some of my friends have removed their 3rd light for some reason or another and they have had no problem.  But dont hold me to it....

It won't pass inspection without it though.

I live near pittsburgh and I just keep mine in the trunk, when inspection time comes i tell the guy it is in the trunk and he has no problem.  Police said I wouldn't get pulled over for it either

I live in the Pittsburgh area too, I'll see if my mechanic will let me get away with just having one in the trunk.
