Anybody know where to get an aftermarket ECU for a 94 Beretta? speeed limiter is killing me!

look into bigstuff3, haltec, motec or you can look into upgrading your car to OBD II and usijng a tuner.

any information on the procedure?from obd 1.2 to 2. would it just require the newer ECU and rewiring the system?

If i remember it right, here's what you'll have to change..

1) PCM
2) ABS Computer
3) Engine wiring harness, add MAF sensor
4) Instrument cluster

Not 100% sure about this computer but I have heard only spectacular things about an ECU called the megasquirt.  If all you're doing, however, is removing a rev limiter ... uhm, there must be an easier way.

I personally will be running the Holley 950 Multiport ECU. it's around $550 from summitracing.com. Comes with software, and all thats involved is some pin swapping to make things function, and of course tuning, there's no base map either unfortunately :-(

over on the bstuff.com forum there are some threads on swapping from OBD1.5 to OBD 2 that aren't but a few weeks old.
