Ram air can work at lower speeds IF it takes the air from a high pressure zone.  The best bet is to have the scoop face the windshield as this is a high pressure zone when driving.  Keep it close to the glass and you can have one that works at highway speed.

The best exhaust will require a tuned manifold, and those are just not sold but made.  The length of the primary is critical to cause the right amount of scavenging based on the pressure pulse from the exhaust and the speed it is traveling.  This can take days on a dyno to find, or some serious number crunching then fine-tuning.  Stock manifolds on these cars are better than v-8 logs tho and do have better flow, just be careful hogging out metal, you want fast flow, not a big huge chamber for the exhaust to lose momentum in.  

ANY port job is best measured in flow, if you just measure the metal removed you could be hurting the power as you can mess the airflow up and slow it down.  easy curves are the rule here, and only where the air slows down.  On the exhaust grind a small lip just inside of the manifold face so that the exhaust will be stopped from backflowing at the end of the stroke and that will help too.
