I was woundering if the z26 side skirts and front and rear bumper would be able to fit on my 1990 chevy beretta base model. if anyone knows how to go about this or if this works let me know.

yes they do fit. the only thing u need to do is either cut the fog light part of the bumper or mod your front turn signals so the front bumper will fit on

Or get GTZ front markers/fogs so you don't have to cut the front bumper cover.  It will take some wiring work but will probably look a lot better.  The metal bumper itself is the same, the GTZ one just has holes in different places.  It's your choice whether to keep the open grille or switch to the solid one.  The rear bumper cover is a direct swap, no modification needed.  The sideskirts will require holes drilled into the body of the car and brackets riveted to it.
