Here's my situation. My odometer stopped working about a month ago and I only have 80000 miles on it.
Im buying a used one from a junk yard since you cant find any with 80000 on it. This used one has almost 200k
Is it legal to roll it back? and if so, how does one do this?

From what I've always heard, it's not legal. By my thinking, though, as long as you set it to the same mileage and not back further, it's not fraud. If you want to be safe, you can get a label from the dealer saying at what mileage the odometer was replaced. It's been a long time since I've messed with one (it was a spare dash that I tossed), but it's pretty easy to do by removing the rolling odometer mechanism itself. Anyway, it's your choice.

DO IT. My lemon is matched with all my bearings, engine and trans [well, maybe not trans] 15,000 miles since 3800 conversion and now way do I want to be reminded of the 160,000 miles 2.0 automatic 4 cyl with 50hp due to ign. problems.
My view is that the body/chassis and other non-movable parts are already labeled when I say 1988. THAT conveys age on them.
Be careful when the [white] plastic-paper backplate comes off the rear of the roller [don't damage it], the numbers roll funny sometimes, so just play with it and get the hang of it. If I remember correctly, the metal washers located between the numbers lock and roll freely when they are not tensioned against each other. I forget if one digit rolls at a time, or to set one digit at a time. I'm saying that I think tension gets released when you pry SLIGHTLY between the numbers, causing them to roll the way you want them to. Do not force anything or the numbers will not roll properly when you're done [this is when the odometer numbers don't level anymore and when one number moves, its neighbor is moving slightly the same way].
Its fun watching a rollover from 999,999 miles! ...Even if it is in your hand!
No, my odometer is fine. Sideways numbers would drive me crazy, like this dashboard situation I'm trying to make NEW again!

PS, displaying almost 200k miles in an 80k car is misrepresentation.
Think of it that way. If I bought your car and you tell me its 80k miles... yet 200k is displayed... hmmmm
Then I think something else is up.

I'm looking at my new insutrment cluster and I can't seem to figure out how to get to the part I need.

This sounds to me like you can't open up the back of the cluster to get to the number display.
If memory serves, the fasteners are mini-star heads in back, EVERYTHING comes out. You may have to remove the front clear panel [BE DUST FREE HERE] to open up the rear case. I do think the clusters are different, so hopefully they are at least similar enough to come apart the same.
I doubt plastic has been fused, though I wouldn't put it past them.
DO NOT REMOVE NEEDLES
[unless you want to re-calibrate, yuck]
and be careul with the ribbon-like wire/board they use as their pc board.
try removing the bulbs and this may open up new fastner locations when that ribbon wire board may be moved [b/c the bulbs help tack it down].

In missouri if the car is over 10 years old, mileage is not focused on by anyone. Even with title transfer its not required for transfer. Your state i dont really know. But here it doesnt matter.

Shcuby if you are still interested in knowing how to adjust your odometer let me know. I have done this. Actually in reverse, I got another odometer that displayed less 176 000 and I took it out and put mine in the new cluster so it showed over 300 000.
At this point the 300 000 is like, stripes on a generals arm, I wanted to keep it real and see how far it will go!
