Yes and no.
The 3500 needs a few special bits to work with the OBD 1.5 but it can be done.
Crank trigger, Throttle Body, Power Steering pump, and it's still not going to run right without some very specific tuning, and on an OBD 1.5 that could get expensive.
Wander over to 60degreeV6.com and do some reading.
Or even Search on here. It's been done.
Mine runs fine, but it's OBD 1 and somewhat tuneable. And I have been very fortunate with custom chips from some very talented people.
It's not plug and play like a 3400, but close, and worth the effort! But it's not cheap in alot of ways.

Chris Wilson at domesticcrew.com did my 3500 swap.
Have a look there.
Mine was the First Ever 3500 Beretta and he did it.
And FWIW I ran 14.56 last weekend.
It's a pretty impressive, but expensive, swap.

so putting a 3500 in a 96 wouldnt be half as bad seeing its obdII, or would it still pull some hairs on tuning?

It'll run, and likely run just fine.
It just won't be putting out all it's capable of.
